CONTENT ADVISOR: PORTFOLIO COMMITTEE ON SCIENCE AND TECHNOLOGY
5-YEAR PERFORMANCE-BASED CONTRACT

Remuneration package: R690 535 p.a.

The incumbents will be responsible for co-ordinating support/resources and developing and advising on strategy for oversight to Committees, as well as quality assurance in respect of Committee Publications (minutes and reports), co-ordinating the support services provided to the Committee.

Key performance areas:
• Operational planning and reporting
• Procedural advice to committees
• Quality assurance
• Committees support
• Budget analysis against service outcomes.

Requirements:
• A relevant Master’s degree in Science and Technology issues
• Content analysis/advisory experience of no less than 5 years
• Knowledge of Science and Technology issues and their impact on Government planning, service delivery, poverty alleviation and economic growth
• A demonstrably understanding of national policies and legal framework in this area is required
• A minimum of 5 years’ proven track record in Policy Analysis in the relevant area
• Of expertise.

Skills requirements include:
• In-depth engagement with relevant disciplinary knowledge in its interdisciplinary context
• Locating, analysing, evaluating and critically using relevant information
• Analytical and critical thinking
• Creative problem-solving
• Budget and finance analytical skills
• In-depth analytical skills linked to budget/financial frameworks
• Knowledge of Parliamentary policies, procedures and management systems
• Operational planning and project management skills
• Understanding of the sensitivities within a political environment
• Proven organisational and administrative skills
• Sound oral and written communication skills
• Good interpersonal and creative skills
• The ability to work in a team
• The ability to work under sustained pressure
• Computer literacy including: MS office packages, Internet, GroupWise and e-mail
• Stress management (self-management)
• Extraordinary working hours
• The ability to interact with executive authorities and provide strategic advice
• An understanding of the Public Finance Management Framework
• Advanced presentation skills with a track record of papers submitted on the subject matter.

Remuneration comprises a cost-to-company package, which incorporates all the large-company benefits. The Parliamentary Services Administration promotes and applies the principles of affirmative action and equal opportunity. Successful candidates will be expected to sign a performance contract.

• A minimum of 5 years’ proven track record in Policy Analysis in the relevant area of expertise
